.During the meeting, Cloudflare promised to improve, after it was revealed that they were the infrastructure for many online gambling sites (judol).
Director General of Digital Space Monitoring Alexander Sabar said this meeting was the first step in constructive dialogue between the government and Cloudlare as one of the electronic system providers (PSE).During the meeting, Cloudflare’s obligation to follow the regulations regarding PSE in Indonesia was also discussed.

“This meeting shows that we continue to prioritize dialogue to ensure compliance goes well,” said Alex in his official statement, Tuesday (25/11).
The meeting was attended by Carly Ramsey, Head of Public Policy APAC and Smirthi Ramesh as Lead for Government Outreach APAC.During the meeting, the parties discussed two main agendas, namely fulfilling PSE registration obligations, as well as strengthening content moderation cooperation, especially with regard to negative or unlawful content.
According to Alexander, in the hearing Cloudflare showed a cooperative attitude.Apart from conveying good intentions to study PSE registration, Cloudflare also promised to prepare a special reporting channel for Komdigi to support the content moderation process.
According to him, this step opens up space for closer collaboration between the Indonesian government and global companies which are part of the important global internet infrastructure.
“During the meeting, Cloudflare expressed its good intentions to study further the registration provisions and stated its readiness to provide a special reporting channel for Komdigi to support the content moderation process,” he said.
According to Alex, during the hearing, Cloudflare also revealed the limitations of their role as an internet infrastructure provider that does not directly curate content.Komdigi appreciated the explanation, but emphasized that the administration’s obligations remained unchanged.
He emphasized that all private sector PSEs, including Cloudflare, are still required to fulfill the registration process according to the mechanism of Minister of Communication and Information Regulation Number 5 of 2020.
“Compliance with registration obligations is an important part of efforts to maintain digital sovereignty and ensure that all services operating in Indonesia are subject to the same rules,” he said.
Alex also ensures that the entire supervision process is carried out transparently, professionally and proportionally.He said that Komdigi will continue to monitor compliance with Cloudflare and other PSEs, as well as take action against parties who have not fulfilled the provisions according to the applicable mechanisms.
Previously, Komdigi threatened to block the global internet service, Cloudflare.
Coudflare was one of 25 electronic system providers (PSE) who were sent a letter to immediately fulfill their PSE registration obligations.Komdigi said that PSE registration is not only administrative, but an important instrument in the digital ecosystem.
Alex also revealed that Cloudflare is widely used as online gambling (judol) infrastructure.
Based on a sample of 10,000 judol sites processed between November 1 and 2 2025, more than 76 percent of them used Cloudflare services, including IP address masking and accelerated domain transfers to avoid content blocking.
Therefore, Komdigi asked Cloudflare to immediately carry out PSE registration, to make it easier to coordinate judol handling.
