Komdigi Digital Ecosystem Director General Edwin Hidayat Abdullah said the increasing trend of digital fraud currently raises serious concerns for the public.According to him, around 65 percent of mobile users are exposed to scam messages or calls every week.

“According to the 2024 Scam Report, 65 percent of cellular users in Indonesia receive a scam SMS, call or message at least once per week. Some report it, some don’t, but almost all users have received a scam message,” he said in the Prees Room Ngopi Bareng Edition, Friday (14/11).
According to him, until October 2025, the total loss due to the scam was reported to have reached IDR 7 trillion, but the funds that had been recovered had only reached IDR 365.5 billion.That figure is equivalent to 5.4 percent of the total losses.
“This means that after becoming a victim of a scam, the probability of the funds being returned is only around 5 percent,” said Edwin.
Until now, Komdigi continues to strengthen policies and technological support so that Indonesia’s digital ecosystem is increasingly safe and protected.Collaboration between governments, mobile operators and the public is critical to reducing digital fraud.
The Financial Services Authority (OJK) recorded 125,217 thousand victims through the Indonesia Anti-Scam Center, 171,791 thousand victims through financial services companies, 483,695 thousand accounts that were reported to be related to scam activation, and 93,819 thousand accounts that had been successfully blocked.
This number shows a tremendous impact on the safety of people’s data.
According to him, perpetrators now often use number masking, namely manipulating numbers like official numbers.There are many cases of misuse of KTP, KK, and SIM for fraud.
“The number is exactly like the bank number around Central Jakarta. The fake confirmation email was made very convincing,” he said.
Therefore, to close the gap for identity fraud, Komdigi is completing a public consultation regarding the use of facial recognition technology or
facial recognition
for the mobile card registration process.
This high level of activity makes it easier for scammers to create new numbers, and increases the risk of fraud.Currently the loss figure is estimated at around IDR 7 trillion.
“The figure of IDR 7 trillion is only what was reported, we don’t know what wasn’t reported. Many victims in areas or outside urban areas did not report it, so the actual losses are likely to be much greater,” emphasized Edwin.
This very high activation of new numbers has reached 15-20 million per month, and Indonesia has 308-315 million active numbers.
