) through the Directorate General of Digital Space Supervision sent letters to 25 Electronic System Operators, among others

and Duolingo, because they have not fulfilled their PSE registration obligations.
These platforms are threatened with sanctions and termination of access if they do not register immediately.

“PSE registration is not only administrative in nature, but is an important instrument for ensuring Indonesia’s digital sovereignty, as well as protecting society in a healthy and responsible digital ecosystem,” said Director General of Komdigi Digital Space Monitoring Alexander Sabar on Monday (17/11).
Alex said that the obligation to register for PSE is regulated in Minister of Communication and Information Regulation Number 5 of 2020 concerning Private Electronic System Operators (PM Kominfo 5/2020).
Article 2 and Article 4 of the regulation require every Private Scope PSE, both domestic and foreign, to register its platform before operating.
The government itself has carried out outreach since this regulation was issued, but the enforcement process is carried out in stages for PSEs that do not comply.
“If you still don’t register after the notification is sent, administrative sanctions up to termination of access can be applied in accordance with applicable regulations,” said Alex.
The following is a list of 25 Private PSEs that Komdigi has sent letters to:
1. Cloudflare, Inc.(cloudflare.com and app 1.1.1.1 + WARP: Safer Internet)
2. Dropbox, Inc.(dropbox.com and Dropbox app)
3. Flextech, Inc.(terabox.com and Terabox app)
4. OpenAI, L.L.C.(chatgpt.com and ChatGPT app)
5. Duolingo, Inc.(id.duolingo.com and Duolingo app)
6.Marriott International, Inc.(marriott.com and Marriott Bonvoy app)
7. PT Duit Orang Tua (roomme.id)
8. Accor S.A.(accor.com and ALL Accor app)
9. InterContinental Hotels Group PLC (ihg.com and IHG One Rewards app)
10. PT.HIJUP.COM (hijup.com and HIJUP application)
11. PT Kasual Jaya Sejahtera (kasual.id)
12. Fashiontoday (fashiontoday.co.id)

Dialogue space
Komdigi provides the opportunity for all PSEs to immediately follow up and complete the registration process.
“We are always open to dialogue and help with the technical registration process. However, Indonesia’s digital space must comply with Indonesian law. Compliance is the main requirement for all platforms that want to operate and serve the public,” stressed Alex.
Furthermore, PSEs that do not heed the notification and do not register may be subject to administrative sanctions in accordance with applicable regulations and laws, including termination of service access as regulated in Article 7 PM Kominfo 5/2020.
Therefore, Komdigi appealed to all Private Scope PSEs on the list to immediately comply with Indonesian legal provisions by registering via the Online Single Submission (OSS) system.
