Komdigi: Cloudflare Widely Used for Judol Infrastructure

has become widely used as an infrastructure for online gambling (judol).
Based on 10,000 judol site sampling data handled in the period 1-2 November 2025, Komdigi said that more than 76 percent of them used Cloudflare services, including to disguise IP addresses and speed up domain changes to avoid content blocking.

Therefore, Komdigi asked Cloudflare to immediately register Electronic System Operators (PSE) to facilitate coordination of judol handling.
“PSE registration is not only administrative in nature, but is an important instrument for ensuring Indonesia’s digital sovereignty and protecting society in a healthy and responsible digital ecosystem. Without legal PSE status, coordination and enforcement of prohibited content such as judol becomes more difficult,” explained Komdigi’s Director General of Digital Space Supervision, Alexander Sabar, in his statement, Wednesday (19/11).
According to Alex, findings regarding the high number of online gambling site IPs behind the Cloudflare service have been conveyed to the company.
Komdigi has also called Cloudflare to provide clarification and ask for a commitment to immediately register as a Private Scope PSE.
“If a platform ignores the notification and still does not register, then administrative sanctions up to termination of access can be applied in accordance with statutory provisions,” he said.
Cloudflare is currently included in the list of 25 global platforms that have been asked to immediately register for PSE.Komdigi sent letters to these platforms on Tuesday (18/11).
Alex said that enforcement steps were taken proportionally, considering that many public and commercial services depend on Cloudflare infrastructure.
This step refers to Law Number 11 of 2008 concerning Electronic Information and Transactions which gives the government the authority to cut off access to prohibited information, as well as Government Regulation Number 71 of 2019 concerning the Implementation of Electronic Systems and Transactions (Article 96) and Minister of Communication and Information Regulation Number 5 of 2020 concerning Private Electronic System Operators which requires every electronic system operator to comply with Indonesian law.
Furthermore, Komdigi emphasized that the collaboration space is always open for global platforms as long as they show good faith regarding compliance and protection of the digital community.
“We are open and always ready for cooperation, but compliance with regulations and laws remains a red line. Keeping Indonesia’s digital space clean and safe is a shared responsibility,” he concluded.
