This regulation is different from the Minister of Communication and Information Technology Regulation Number 5/2021 which requires users to register using a Population Identification Number (NIK) and Family Card.The reason is, this method is often misused for criminal purposes, including spreading hoaxes, online gambling, SMS spam and fraud.

“So it is necessary to improve the provisions for registration of telecommunications service customers in order to ensure the validity of telecommunications service customer data is carried out safely, effectively and efficiently,” said Komdigi in a press release, quoted on Tuesday (26/11).
Meanwhile, based on the provisions of Article 153 paragraph (2) Ministerial Regulation (PM) 5/2021, telecommunications service providers are required to implement the Know Your Customer (KYC) principle, which can be done by registering telecommunications service users using biometric data for facial recognition.
However, the technical use of biometric data for registration of telecommunications services has not been regulated in PM 5/2021.
“Based on these considerations, it is necessary to have a Ministerial Regulation that regulates the technical provisions for registering customers for telecommunications services using facial recognition biometric population data to increase the validity of customer data in order to strengthen digital security nationally through a Ministerial Regulation concerning Customer Registration for Telecommunication Services via Cellular Mobile Networks (RPM Customer Registration),” said Komdigi.
Komdigi revealed several content materials that will be available in the new regulations later, namely:
1. It is the obligation of Indonesian citizens who wish to register to use:
– MSISDN number or Telecommunication Service Customer number;
– NIK
– Biometric Population Data in the form of facial recognition technology.
2. Provisions for Indonesian citizens who are not yet 17 years old and unmarried, so they do not have an ID card and have not recorded biometric data, the registration process is as follows:
– MSISDN number or Telecommunication service Customer number
– NIK
– NIK and biometric data for the head of the family as stated in the Family Card
3. For eSIM users, you must register by:
– MSISDN number or Telecommunication Service Customer number;
– NIK and Biometric Population Data in the form of facial recognition.
The main things regulated in the Customer Registration RPM include:
1. Registration of telecommunications service customers, both prepaid and postpaid;b.security of telecommunications service customer data;
2. Protection of telecommunications service customer numbers;
3. Supervision and control;and
4. Transitional provisions.
Implementation of the RPM provisions for Customer Registration is carried out in stages as follows:
1. Customer registration can still be done using NIK and KK number for one year after the Ministerial Regulation is promulgated.
2. After a year of promulgation of the regulations, registration is mandatory with NIK and facial recognition biometrics.
3. Use of biometrics for registration is only carried out by new customers.Existing and previously registered customers are not required to do so again with their NIK and biometrics.
