Vice President for Corporate Communication and Social Responsibility Telkomsel Abdullah Fahmi expressed full support for this policy.They assess that biometric methods will be an important foundation in improving digital identity security.

According to him, the facial recording rule is a strategic step to reduce identity misuse and fraud which still often occur.
“We view this policy as a strategic step to close the gap in identity misuse and fraudulent practices that still occur even though NIK and KK-based registration has been implemented,” he continued.
He believes that this policy provides optimal benefits for society, with gradual implementation and considering ecosystem readiness
XLSmart also stated its readiness to adopt a facial recognition-based SIM card registration policy.The operator assesses that biometric technology can strengthen validation and reduce the risk of spam and scams.
“In principle, XLSmart fully supports the implementation of telecommunications customer registration using the facial recognition method as an effort to increase the accuracy and security of the customer registration process,” said Reza Mirza, Group Head of Corporate Communication & Sustainability at XLSmart.
The company ensures that customer biometric data will not be stored by operators, but will be directly verified through the Dukcapil system.
“Biometric data is not stored by XLSmart. We only play a role in receiving data from potential customers and then forwarding it safely to Dukcapil for the validation process,” he explained.
He claims that XLSmart also has ISO 27001 certification in managing its information security.
With the facial recording regulations currently being finalized by the government, the SIM card registration process is expected to include:
– Input NIK
– Face recording and verification via RF with liveness detection
– Direct validation into the dukcapil system
– Number activity after data match
Previously, Komdigi admitted that it was designing new regulations for registering cellular customers in the country.Through this regulation, the registration of new numbers will use facial recognition biometric population data.
This regulation is different from the Minister of Communication and Information Technology Regulation Number 5/2021 which requires users to register using a Population Identification Number (NIK) and Family Card.The reason is, this method is often misused for criminal purposes, including spreading hoaxes, online gambling, SMS spam and fraud.
“So it is necessary to improve the provisions for registration of telecommunications service customers in order to ensure the validity of telecommunications service customer data is carried out safely, effectively and efficiently,” said Komdigi in a press release, quoted on Tuesday (26/11).
