US officials are worried that Bytedance, a Tiktok parent company based in China, can be forced to manipulate algorithms to trigger dissatisfaction or influence public opinion in the US.
Laws that prohibit Tiktok or require that their sales explicitly prohibit “any cooperation related to the operation of the content recommendation algorithm” between Bytedance and the new owner from America.
Based on the agreement, the new ownership group will receive a copy of the algorithm code from Bytedance, then review and re -practice the algorithm using US user data.Oracle is said to continue to oversee how the algorithm presents content to users.
This algorithm control will only apply to Tiktok users in the United States.
Oracle and Silver Lake private equity company will be part of the consortium, along with a number of US and global companies that have previously invested in Bytedance, as well as several new investors.
US President Donald Trump previously mentioned a number of major figures such as Michael Dell and Lachlan and Rupert Murdoch may also be involved in this new owner group.
A source who knows this process says that the investor is a Fox Corp company, not an individual Murdoch directly.
Bytedance is rumored to be maintaining less than 20 percent ownership in Tiktok US if the agreement is approved.The final list of investors is still not published.
Waiting for the green light from China
This agreement is still waiting for an official approval from the Chinese regulator.However, the White House expresses high optimism.
“We are 100 percent sure this agreement will be achieved,” said Spokesman for the White House Karoline Leavitt on Saturday (9/20), quoted from domclub.
He mentioned that the final document was likely to be signed “in the next few days.”
President Trump is also said to have signed an executive order this weekend, stating that the agreement meets the requirements as divestment based on applicable laws.
To give the regulatory process time, Trump will also extend the postponement of law enforcement for 120 days.
At the same time, Bytedance is expected to sign an agreement with one or more new investors.
Trump had previously extended the Tiktok prohibition until December 16, 2025. That is, the finalization of this agreement is expected to occur in early 2026
